B. Topsoil Salvage Operations <br />Information on topsoil salvage methods is found on pages: 2.04.9-16, 2.05-2, 2.05-4 and -5, <br />2.05-24 through 2.05-27 and 4.06-1 through 4.06-3 of the PAP. Additional information can be <br />found in Exhibit 9 and Maps 5 and 6 of the PAP. <br />In general, the topsoil handling plan calls for removal of all A and B horizon materials with the <br />exception of the Campspass B horizon, which can be easily distinguished in the field by its hard <br />columnar structure. Coiowyo states that "based on topsoil volume calculations it is felt that there <br />is a sufficient quantity of more desirable horizons with loam and clay loam textures making it <br />unnecessary to remove undesirable heavy clay horizons." Specific areas where topsoil will. not be <br />salvaged aze described on page 4.06.1 of the PAP. <br />Topsoil will be removed during the late spring to fall, ahead of pit advance- Vegetation, with the <br />exception of large trees, will be removed and redistributed with the topsoil: Topsoil will be <br />removed to topsoil stockpiles or,-where possible, applied directly to regraded. spo~7 or kept <br />temporarily in windrows awaiting redistribution. <br />Topsoil stockpiles neaz the pits, including one lazge topsoil stockpile near the shop/maintenance <br />azea, are shown on Maps 22 and ZS..Three stockpiles are located in the northern portion of the. <br />pemut. azea and aze shown on Map 21. All soils stockpiles will.bepzotected.from erosion and. <br />will. not be moved without Division approval.. . <br />The Division noted in the original Permit Preliminary Adequacy Letter of Apri19, 1981, that soil <br />mapping and sampling was evidently done at the level o€ as Order ll soil survey,. and questioned <br />whether this provided sufficiently detailed. information on which to base the available topsoil <br />volume estimates. Colowyo responded that little additional informafion would be gained from a <br />more detailed Order 1 level survey due to the high vaziability of soil types and depths over the <br />permit area. The Division concurred. <br />Colowyo committed itself in 19$l; in its original permit application, to inchxle information in its <br />annual reclamation reports to verify that enough topsoil was being salvaged to replace a <br />sufficient amount of soil on regraded areas. This information was reported until 1986. The <br />Division in 1987 suspended this monitoring n:c}uirement; as:the data indicated.that sufficient . <br />topsoil will be available to meet reclamation needs throughout the Fife of the mine: . <br />Overall Life-of--mine topsoil balance is estimated in Table I, Topsoil Schedule for Mining Area, <br />page 2.05-4 of the Permit while the estimated topsoil balance for the 1997-2002 permit term is <br />found in Table 2, Topsoil Removal and Reclamation Schedule, page 2.05-5. Topsoil salvage is <br />projected to continue until the yeaz 2010; after which time only topsoil redistribution will occur. <br />C.
