main haul road as a haul road, na road is crurently desigrrated as arr access road. <br />C. Light Use Roads -Rule 4.03.3. Light use roads, some of which were pre-mining trails, aze <br />used infrequently to monitor sedimentation ponds or other facilities. These roads meet the design <br />requirements of the Rules. Some light use roads will be retained (reclamation) as "ranch roads" <br />to approximate roads that were in the azea before mining (Permit, page 2.05-61). <br />D. In-Pit Haul Roads: As presented in Rule 1.04(111), the definition of "road" does not include <br />roadways within the immediate mining pit azea. <br />II. Support Facilities -Rule 4.04 <br />The Permit is found to be in compliance with the requirements of Rule 4.04. Information on mine <br />support facilities is found in Section 4.04 of the Pemut. The Division fmds that support facilities <br />aze designed, constructed, maintained, and their planned demolition and (azea) reclamation aze <br />sufficient, to: prevent damage to fish; wildlife, and related environmental damages and prevent <br />additional contributions of suspended solids to streamflow or runoff outside the permit azea <br />[Rule 4.04(1)]; control and minimise diminution or degradation of water quality and quantity <br />[Rule 4.04(2)]; control and minimize erosion and siltation [Rule 4.04(3)]; control and minimize <br />air pollution [Rule 4.04(4)}; prevent damage to public or private property [Rule 4.04(5)]; and <br />nlinimi~.e damage,.destruction, or disruption of services provided by oil, gas, water wells; oil, - <br />gas, and coal slurry pipelines;railroads,: electric and telephone lines water arndsewage Iines <br />which pass over, under, or through the permit azea, unless otherwise approved by the owner of <br />those facilities and the Division [Rule 4.04(6)}. <br />III. Hydrologic Balance -Rule 4.65 <br />The Permit is found to be, with an approved partial exception [see pazagraph G(2)(K) below], in <br />compliance with the requirements of Rule 4.05. <br />A. Water Quality Standards and Effluent Limitations -Rule 4.052 <br />I. Most disturbed area drainage passes through one often sediment ponds. Dischazges from these <br />ponds are:manitored'(see page 4.05-15, Permit) to verify confisliance with. water.quality standards <br />and effluent limitations [Rules 4.45.2(1) and (2)}. There are no discharges from underground <br />workings. <br />2. The Division has approved several small azeas of disturbance to be exempt from the use of <br />sediment ponds to treat runoff. Typical of these small azeas are topsoil stockpiles, electric power <br />substation installations, the lineaz fresh water line, and the rail loop [Rule 4.05.2(3)]. Colowyo <br />demonstrated that treatment facilities were not necessary for the drainage to meet the effluent <br />limitations of Rule 4.05.2 and applicable State and Federal water quality standazds for receiving <br />streams. These is no mixing of surface drainage with a discharge from underground workings <br />azeas at the exempted azeas. <br />October 21, 2002 25 <br />
