Water Rights aril Usage <br />Colowyo draws water from Wilson Reservoir and from Taylor Creek for mining and support <br />operations. Water consumed is within water rights and is done in accordance with the Colowyo <br />Water Augmentation Plan approved by the Colorado State Engineer's Office and the Division of <br />Water Court (PAP, 2.04.7, 4.05.15). <br />3.3.2 Reclamation Plan <br />The reclamation plan for Colowyo is found in Sections 2.05.4 and 2.05.5 of the PAP. A partial <br />summary of this plan is given here. For a more complete summary and references to specific <br />portions of the permit Application, see Section B o£ this document. . <br />.Acreage Disturbed and Reclaimed <br />Approximately 3,415 [200I Annual Reclamation Report (ARR)J ofthe 3979 acres permitted for <br />disturbance (Application} have been disturbed. Of the disturbed, approximately 1342 acres have <br />been backfilled, graded, topsoiled and seeded (2001 ARR). Phase I bond release for <br />approximately 226 acres and Phase II bond release for approximately 176 acres for portions of <br />Streeter Fill were applied for and granted in 1.987: (PAP). A Phase I bond release for <br />approximately 712acres was granted in 1998 (Findings,.1947 Phase I Partial Bond Release .. <br />Application). A Phase IL bond release for approximately 762 acres was granted. in.2000 ' <br />(Findings, 2000 Application for Partial Phase II Bond Release). <br />Roads, Ponds and Support. Facilities . . <br />To provide access in the area for ranching purposes, the haul road from Highway 13 will be left <br />in place after mining is complete. The haul road will be narrowed from 26 to 12 feet, the asphalt <br />removed, sideslopes reduced to 4:1 and the sides revegetated. In addition, a number of "ranch <br />roads" (light use. roads} will be provided. onthe reclaimed area to approximate the roads Shat were. <br />in the area before mining. <br />All sediment control ponds and diversion ditches are to be removed during final reclamation of <br />the site= Ta•.supporEthe: pmposedpost-mining }anduse; small water.impoundments(stock tanks) <br />will be left. to encourage an even dish-tbution o€ grazing over the reclaimed site and to enhance <br />the areas for wildlife. These ponds will also replace the existing water rights associated with the <br />stock ponds that currently exist on the site. All mine support facilities aze to be removed during <br />final reclamation.
