. ~' -77- <br />XV. explosives (2.05.3(6)(x), 9.08) <br />The explosives section of the permit application can be Found in Volume Z, pages 44-49. <br />With the acceptance of the folla~iny stipulation by [•lyoming Fuel Company, the Division <br />Finds the proposed operation to be in compliance: <br />WYOMING FUEL COMPANY WILL SUBAfIT FOR DIVISION APPROVAL A NARRATIVE AND DRAWINGS, <br />AS APPROPRIATE, ILLUSTRATING BLASTING [DARNING SIGCJS AIJD SIGNALS AND SITE ACCESS <br />CONTROL EQUIPMENT AND PROCEDURES [JITHIN 30 DAYS AFTER PERMIT ISSUANCE. <br />During the preliminary adequacy review process, this Division identified the PlST well <br />as probably qualifying for a pre-blasting survey. Edith t7fe response to the PAR, <br />[Jyoming Fuel Company stated that it would inform MST of the right to a pre-blasting <br />survey. As neither a letter from h1ST stating their desire not to have a survey done, <br />nor a survey report indicating that [Jyortung Fuel Company has satisfied their obligation <br />have been submitted, the Division imposes the following stipulation: <br />WYOMING FUEL COMPANY L1GST FRESENT WRITTEN PROOF TIIAT !-0ST !!AS BEEN h1ADE AWARE <br />OF THE RIGHT TO A PRE-BLASTING SURVEY. IF MST DESIRGS A SURVEY, [dYOMING FUEL <br />COMPANY MUST PRESENT A "DESCRIPTION OF PLANS FOR RECORDING' AND REPORTING TO <br />TFlE DIVISION THE RESULT OF PRE-BLASTZPIG SURVEI'.S" (2.05.3(6) (a) (v) AT THE <br />MST [JELL. NO BLASTING h1AY OCCUR ZN THE PIT NO. 2 AREA PRIOR TO SATISFACTION <br />OF THE ABOVE STIPULATION. <br />XVI. Backfilling and Grading (2.05.3(6), 2.05.3(6)(h)) <br />The reclamation plan, as presenter] in the revision of September 16, 1981, meets all of <br />the requirements of Sections 2.05.3(6), 2.05.3(9), 2.05.4(2)(x), 2.05.4(2)(c), 4.13 <br />and 4.14 dealing with backfill.ing and grac7iny. The final contours presented in this <br />revision provide a terrain which "closely resembles the general surfa m configuration <br />of the land prior to mining and blends into and complements the drainage pattern of <br />the surrounding terrain, with all of the highwalls and spoil piles eliminated" <br />(1.04(13)). <br />The applicant has provided topographic maps derived from aerial surveys conducted <br />at two separate dates to provide are estimate of the overburden swell encountered at <br />the site. These surveys were conducted on May I5, 1978 and August 29, 2979 and are <br />both labeled as Er. hi bit 2 in Addendum II. To determine the overall swell factor, <br />the total volume mined was subtracted from the total volume backfilled and the <br />resulting volume of swell was divided by the total volume mined to determine the over- <br />all swell factor. This survey showed that there was an overall swell factor of 40, <br />after coal removal. There will be a transfer of approximately 9.7% of the Pit 2 over- <br />burden into Pit 1. The resulting contours of Pit 2 az~e compatible with surrounding <br />terrain and are acceptable to this Division. however, if the overall swell encountered <br />in Pit 2 deviates substantially from the expected values, serious reclamation problems <br />may occur.
