26. Revise the statement on waste pile construction on page 84 to conform with Rule
4.10.4(3)(al which limits lift thicknesses to no more than 24 inches.
27. Please update the information about the north spoil area. Indicate how much
material has been stockpiled at the site and the volume of available storage volume
on page 84.
Sealing of Drill Holes and Underoround Ooenin0s- Rules 2.05.4(2)(01 and 4.07
28. Document the sealing status of all holes drilled within the permit area for coal
exploration and water monitoring, with the exception of the holes drilled in 1991.
Prepare abandonment reports if appropriate per 2.02.6131(b) or 4.07.3(3?. If there
are open holes at the site, itemize their diameter, depth and aquifer status, and
modify the reclamation costs portion of the permit application (2.05.4(2)(b)1.
Subsidence -Rules 2.05.6(6) and 4.20
29. Amine's permit area includes the affected area and undermined areas within the
angle-of-draw associated with subsidence (Rules 1.04(7) and 1.04(891). Please
estimate the angle-of-draw and delineate its surface expression on the General Mine
Plan (Drawing TP-2). Concurrently, update Drawing TP-2 to include the current
estimate of the mine plan and periods of mining.
30. Please provide evidence that landowners have been notified about the mining plan
and potential subsidence in accordance with Rule 4.20.2. Copies of the letter and
the green card certifying receipt would be satisfactory documentation.
Bonding -Rule 3
31. The Division is re-calculating Colorado coal bonds to provide adequate monies to
reclaim the coal left in stockpiles. Establish a maximum coal storage volume at the
Sales Office and the mine site and incorporate those estimates into the permit
application. Provide a plan to store 50°~ of the maximum storage volume. Assess
the bond required to cover this material and incorporate it into Section 2.05.4.
32. The three pads at the tipple site still require bond for their removal. There are three
options available for reclamation: 11 destruction and removal of the pads offsite;
2) rubblization and burial with two feet of soil; and 3) burial in place with four feet
