Reclamation Plan Reclamation for the Coal Ridge No. 1 Mine involved sealing, backfilling, and regrading the portal areas to blend in with the pre-existing topography. A concrete wall section was built across the portals which was then covered by 25 feet of backfill. Facilities were demolished, and backfill and grading activities were accomplished. Disturbed areas were topsoiled and seeded incompliance with final reclamation specifications. An October 19, 1995 Phase I Partial Bond Release recognized accomplished reclamation work. An estimated 1 acre of disturbance was not granted Phase I Bond Release. The sediment control structures will be the last (and aze the only remaining) features to be reclaimed at the mine. The features are Sediment Pond A, the concrete splitter box and Culvert 5 at the inlet to the pond, and the Small Area Exemption ditches, bettns and sump. Reclamation of these features includes regrading, spreading of topsoil from the two remaining topsoil stockpiles, and establishment of vegetation cover. They will not be removed until revegetation success standards have been met on the contributing reclaimed areas and runoff from the areas meets applicable State and Federal water quality standazds. A complete Phase II Bond Release for the site was approved on August 17, 2001, as SL-02. A current (April b, 200b) estimate of the cost of remaining reclamation work and overview of current bond coverage is presented in Section A Paragraph 10 of this findings. Permit Revisions The following revisions were approved following the fourth renewal of this permit (as of the date of this findings). Minor Revision 17, decision date September 14, 2001. Revise the seed mix to include alfalfa. Minor Revision 18, decision date November 13, 2001. Provided a discussion of the water depletion allowance in the permit application package. Minor Revision 19, decision date May 6, 2002. Incorporated access and surface use agreements into the permit application package. Minor Revision 20, decision date January 10, 2003. Incorporated the current CDPS Dischazge Permit into the permit application package. Minor Revision 21, decision date February 3, 2004. Provided responses to the midterm review including updated figures and maps and discussion of the reclamation of the sediment pond. Minor Revision 22, decision date Apri125, 2006. Incorporated address changes into the ownership and control and adjacent land-owners sections of the permit application package. Minor Revision 23, decision date May 22, 2006. This revision expanded and updated the noxious weed control program. June 1, 2006
