Reclamation Plan <br />Reclamation for the Coal Ridge No. 1 Mine involved sealing, backfilling, and regrading the portal <br />areas to blend in with the pre-existing topography. A concrete wall section was built across the <br />portals which was then covered by 25 feet of backfill. Facilities were demolished, and backfill and <br />grading activities were accomplished. Disturbed areas were topsoiled and seeded incompliance with <br />final reclamation specifications. An October 19, 1995 Phase I Partial Bond Release recognized <br />accomplished reclamation work. An estimated 1 acre of disturbance was not granted Phase I Bond <br />Release. <br />The sediment control structures will be the last (and aze the only remaining) features to be reclaimed <br />at the mine. The features are Sediment Pond A, the concrete splitter box and Culvert 5 at the inlet to the <br />pond, and the Small Area Exemption ditches, bettns and sump. Reclamation of these features includes <br />regrading, spreading of topsoil from the two remaining topsoil stockpiles, and establishment of vegetation <br />cover. They will not be removed until revegetation success standards have been met on the <br />contributing reclaimed areas and runoff from the areas meets applicable State and Federal water <br />quality standazds. A complete Phase II Bond Release for the site was approved on August 17, 2001, <br />as SL-02. <br />A current (April b, 200b) estimate of the cost of remaining reclamation work and overview of current <br />bond coverage is presented in Section A Paragraph 10 of this findings. <br />Permit Revisions <br />The following revisions were approved following the fourth renewal of this permit (as of the date of <br />this findings). <br />Minor Revision 17, decision date September 14, 2001. Revise the seed mix to include alfalfa. <br />Minor Revision 18, decision date November 13, 2001. Provided a discussion of the water <br />depletion allowance in the permit application package. <br />Minor Revision 19, decision date May 6, 2002. Incorporated access and surface use agreements <br />into the permit application package. <br />Minor Revision 20, decision date January 10, 2003. Incorporated the current CDPS Dischazge <br />Permit into the permit application package. <br />Minor Revision 21, decision date February 3, 2004. Provided responses to the midterm review <br />including updated figures and maps and discussion of the reclamation of the sediment pond. <br />Minor Revision 22, decision date Apri125, 2006. Incorporated address changes into the <br />ownership and control and adjacent land-owners sections of the permit application package. <br />Minor Revision 23, decision date May 22, 2006. This revision expanded and updated the <br />noxious weed control program. <br />June 1, 2006 <br />
