SHELTO N, Director <br />DATE: November 27, 1985 <br />T0: Jeff Deckler <br />FROM: Candace Thompson ~,~/ <br />RE: Wyoming Fuel's Assessment of Retreat Mining under Apache and Ciruela <br />Canyons and Potential Impacts <br />I have reviewed the above-referenced assessment submitted by Wyoming Fuel <br />Company for the Allen and Maxwell Mines retreat and secondary mining program <br />under the Apache and Ciruela Canyons. I agree with Joel Sobel's assessment <br />that AVF's are not present in either of these canyons as detailed in his memo <br />to you of November 15, 1985. Additional concerns identified during my review <br />are as follows. <br />The proposed mine plan for the New Elk Mine as shown in Figure 4 of the <br />assessment shows pillar recovery projected for 1986 and 1987 under State <br />Highway 12 and the Purgatorie River west of the New Elk Mine. No potential <br />impacts to either the road or to the Purgatorie River and associated alluvial <br />valley floor have been addressed. These issues will need to be addressed for <br />this area. Also, the 1985 panel for pillar recovery north of Highway 12 needs <br />to be addressed in light of the fact that the angle of draw for subsidence <br />could impact the road. <br />During the October inspection of the New Elk and Golden Eagle Mines, the <br />Ciruela and Apache Canyons were visited. Several windmill wells were noted in <br />these canyons feeding stockponds. The operator needs to address the exact <br />location of each of these wells, their importance to the land use, the zone <br />completed in, and the potential impact to the source of these wells by retreat <br />or long-wall mining within the canyons. <br />In the same vein, numerous springs and seeps have been identified in Ciruela <br />and Apache Canyons which are described as important to livestock and wildlife <br />watering. The operator needs to identify any potential impacts which could <br />occur to these springs and seeps by retreat or long-wall mining in these <br />canyons. The resulting impact to the post-mining land use must be assessed <br />and potential augmentation or replacement sources identified, if applicable. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
