I. INTRODUCTION
Purpose of this Document
This document presents the findings of compliance and the proposed decision of the Colorado
Division of Minerals and Geolo_y ("Division") forPhase II and Phase ~ partial bond release at the
Hayden Gulch Iv]ine. Thz Division file number for the bond release application is SL-03, for permit
number C-80-003. These findings and the decision are made in response to a request for the release
of a reclamation bond at the Hayden Gulch iv[ine. The partial bond release request was submitted
to the Division by the operator of the mine. H-G Coal Company ("HGCC' j. HGCC holds a State
permit for conducting coal mining and reclamation operations at the mine. The State holds a
reclamation bond from HGCC.

2) Criteria and schedule for bond release (for Phase II and Phase III, sepazately);
3) Observations and findings of the Di•ision regarding compliance with the bond release
requirements of the Colorado Surface Coal Mining Reclamation Act ("Act') and the
Regulations of the Colorado Mined Land Reclamation Board for Coal Mining
("Regulations), for Phase II and Phase lII, separately; and
4) The Division's proposed decision on the request for bond release.

Location of Havden Gulch Mine
The mine is located in Routt County, approximately 9 miles southwest of Hayden, Colorado. The
mine area is located in Sections 30 and 31 of TSN. R88W.
