<br />have not advanced to the extent originally anticipated, and therefore, the Aerator desires <br />to update and revise the reclamation plan to address final reclamation of t e affected <br />lands as they currently exist. <br />The primary issue of this briefing and tour will address final reclamation o a stockpile of <br />6" minus material located at the Phase 11 portion of Area A of the permit rea. The <br />specific location of the referenced stockpile is illustrated on the attached erial photo <br />titled "Location A". The stockpile contains approximately 60,000 cubic y rds of material <br />and has existed at its present location since 1987. The existing reclamati n plan requires <br />that the referenced stockpile either be removed from the site, OR be reloc ted to the base <br />of the highwall and utilized as backfill to attain a 15°!° slope. The final 15 /° slope <br />(6.7H:1 V) was to extend from the base of the highwall to the edge of the buffer zone <br />adjacent to Highway 141. <br />Due to the proximity of the existing highwall to Highway 141, relocation o the stockpiled <br />material will not be necessary to attain the required 15% final slope. Addi Tonally, the <br />Operator has been unsuccessful in locating a market for the stockpiled ma erial. <br />Therefore, the Operator desires to leave the referenced material at its Ares nt location and <br />reclaim the stockpiled material to support the approved post mining land u e, wildlife <br />habitat. <br />The Colorado Land Reclamation Act for the Extraction of Construction Mat vials, 34-32.5- <br />101 et sue., C.R.S. (1984 Repl.Vol.), and the Construction Material Rules nd Regulations <br />of the Colorado Mined Land Reclamation Board, effective 10/95, amended 1/00, provide <br />opportunities for an operator to modify, revise or amend the conditions of n approved <br />permit. <br />Permit Summary: The Surface Rock Pit, DMG Permit No. M-84-00 , is approved <br />for 28 acres total affected area. The phased reclamation plan indicates th t <br />approximately 13.5 acres may be affected at any given time. The permit a ea is divided <br />into two locations, areas A and B. Area A is a quarry type extraction of m tamorphic and <br />igneous rock, approved for 18 acres affected area, approximately 9.5 acre may be <br />affected at any given time. Area B is a granite boulder and backfill materia harvesting <br />area, approved for 10 acres affected area, approximately 4 acres may be a fected at any <br />given time. The permit status is active. DMG holds $27,000 financial war anty. <br />Financial Warranty: DMG reclamation cost estimation, dated 11/14/9 ,totaled <br />526,882. Preliminary review of DMG's 11/14/96 reclamation cost estimat i n appears <br />adequate to ensure reclamation of the remaining affected areas. However, DMG's <br />11/14/96 estimation assumed reclamation of only the footprint underlying e 60,000 cy <br />stockpile and did not cover reclamation costs for reclaiming the stockpile o site. DMG <br />will review the additional costs associated with reclaiming the stockpile on ite <br />subsequent to receipt of the revision addressing reclamation of the stockpil d material. <br />D1~p,F~ <br />
