A
preliminary review of the probable hydrologic consequences section
of the PAP has also been completed, following submittal of life-of-
mine. PHC projections. This information was provided by SCC in
response to items 53 and 59 in the Division's first adequacy
letter, dated January 20, 1995.
Below are comments regarding the Division's proposed findings about
the four potential AVF's near the Yoast Mine area and preliminary
adequacy questions which need to be addressed in the PAP. The
comments regarding AVF's are based on current information available
to the Division and may be subject to change, if justified by
~ additional responses from SCC. The discussion of AVF's below is
provided as an attempt to summarize what the Division feels are the
most relevant factors in the determination of the presence or
absence of AVF's in the Yoast Mine vicinity.
The Division's review of the quantitative analyses in the PHC for
life-of mine operations in the Sage Creek basin is not yet
complete. Any remaining questions will be forwarded to SCC as soon
as possible. Since mining operations proposed for the first permit
term do not affect the Sage Creek watershed, those questions can be
resolved at a later date, prior to mining operations entering the
Sage Creek watershed. Since potential hydrologic impacts in the
Sage Creek basin have not been entirely addressed, SCC should be
aware that a decision granting the Yoast permit would specifically
