c <br />David Shelton <br /> <br />April 7, 1987 <br />Page 2 <br />Regarding the captive rail shipper legislation, 5.443 and <br />H.R.941 were introduced on February 3 after a press conference <br />held by several of the original sponsors: Senator Dennis DeConcini <br />of Arizona and Representatives Mike Syner of Oklahoma, Dan Glickman <br />of Kansas and Hank Brown of Colorado. Senator Alan K. Simpson of <br />Wyoming is again cosponsoring the legislation with Senator DeConcini, <br />giving it a bi-partisan flavor in both houses. There are 28 <br />House sponsors at the moment. <br />While Congressman Synar has taken the lead in the House in <br />place of John F. Seiberling, who retired at the end of the 99th <br />Congress, he no longer is on the House Judiciary Subcommittee on <br />Monopolies and Commercial Law, which will hold any hearings on <br />H.R.941. So both he and Congressman Glickman, who is on the <br />Subcommittee, ere jointly working with Chairman Peter Rodino on <br />plans for a hearing. <br />In the Senate, shift of control to the Democrats has resulted <br />in reconstituting the Subcommittee on Antitrust, Monopoly and <br />Business Rights. It is chaired by Senator Howard Metzenbaum of <br />Ohio, generally a supporter of the antitrust approach. Senator <br />DeConcini expects to be able to work things out with Metzenbaum <br />to schedule a hearing in the next few weeks. <br />There are several enclosures, including a brief description <br />of the bill (provisions that were deemed to be "regulatory" were <br />taken out of lest year's bill, leaving this "pure antitrust"), <br />statements of the sponsors, copies of the bills, and some "campaign <br />documents" we are using with Members of Congress and their staffs. <br />I hope that you will be able <br />congressional delegation to seek <br />advocates in committee or on the <br />we succeed in advancing the bill <br />better then we, of course, which <br />ones might better be left alone. <br />to write to members of your <br />their help as cosponsors or as <br />floor of the House or Senate if <br />to that point.
