This letter and the attached report are intended to support the application to amend <br />SUP 00-341, the existing emergency coal haul permit. <br />The traffic study completed in September of 2003 included: <br />- a detailed evaluation of existing physical roadway conditions in the RCR 27 corridor, <br />- a detailed evaluation of existing traffic conditions and a review of an 11.5 year traffic <br />accident history; <br />- documented existing coal truck and school bus activity in the corridor; <br />- projected increased coal truck activity for a haul of 1.7 million tons of coal per year <br />from the Twentymile Mine for three alternative coal truck load carrying <br />configurations (two of which would have required special permitting); <br />- and evaluated coal truck brake performance and stopping distance. <br />This previous study projected that there would 272 truck loads per day on RCR 27 between the <br />Twentymile Mine and the Hayden Station using 25 ton single trailer trucks (see Table 1 in the <br />original study), and that these trucks would not have required any special permitting. <br />The current application to amend the existing emergency coal haul permit proposes to utilize the <br />25 ton single trailer trucks to haul a maximum of 0.9 million tons of coal per yeaz (75,000 tons <br />per month) on RCR 27 between'the Twentymile Mine and the Hayden station for a temporary <br />period of up to six yeazs while permanent rail supply systems are put into place. I believe that <br />the previous traffic study is adequate to address the issues associated with this emergency coal <br />haul petnut amendment application for the following reasons: <br />- The low level of existing traffic in the RCR 27 corridor is unlikely to have changed <br />significantly since the original study was completed. <br />P.O.
