that will allow construction of a permanent rail spur fo deliver coal onto the plant site via rail <br />car with an expected start of operation in 2007. Peabody Energy's Hayden Gulch <br />subsidiary has recently received approval from Routt County to modify and re-open the <br />Hayden Gulch rail spur on a 3 year basis as an unloading facility for the purpose of <br />supplying coal to the Hayden Station from the Twentymile Coal Company mine. This <br />temporary solution is intended to be in operation in early 2006 and will operate until a <br />permanent rail spur can be constructed with an expected operational date in 2007; pending <br />SUP approval. To provide a means for coal delivery until the Hayden Gulch rail unloading <br />facility is operational, this amendment to an existing SUP is being requested to allow <br />trucking of up to 75,000 ton of coal per month from Twentymile Mine to Hayden Station via <br />25-ton trucks utilizing RCR 27. The purpose of the 6-year permit period is to bridge the time <br />from now until the Hayden Gulch facility is operational; then as an emergency method of <br />getting coal from Twentymile Mine to Hayden Station should the need arise. <br />GOALS <br />A short-term, truck delivery method, of supplementing the coal being provided from the <br />Seneca Mines until the Hayden Gulch unloading facility is operational to supply the coal <br />needs of Hayden Station. <br />Having this amendment td SUP #00-341 approved will enable Hayden Station to provide low <br />cost electricity to our customers without interruption. <br />OBJECTIVE OF THIS APPLICATION <br />Obtain approval to amend existing Emergency Coai Haul -SUP #00-341 for,the purpose of <br />hauling coal to the Hayden Station via RCR 27. <br />DESCRIPTION and SUPPORTING DOCUMENTS <br />To meet Hayden Station's current short term supplemental needs and future.emergency coal <br />needs of approximately 75,000 tons per month, it is proposed to utilize up td, 14 miles of RCR <br />~- 27 fo`fiauL,coal from Twentymile Mine to Hayden Station utilizing trucks. Coal hauling will bQ <br />provided by independent contract trucking companies that specialize in similar haul <br />operations. The trucking firm(s) selected to fulfill the trucking contract will be determined <br />based on a competitive selection process. See Attachment 1 for a Vicinity;-Plan of the <br />- - --- ---proposed-permit-area. - y <br />Traffic Access Study <br />To identify potential traffic impacts a detailed Traffic Access Study was completed in late <br />2003 by Fox Higgins Transportation Group, LLC, Boulder, Colorado to supplement SUP <br />application 2003-048.
