Hayden Station Fuel Delivery <br />Applicant: Public Service Company of Colorado (XcelEnergy) <br />Narrative for a <br />Special Use Permit Application <br />to Amend SUP #00-341 <br />February 24, 2005 <br />PURPOSE OF THIS NARRATIVE AND SUBMITTAL <br />This narrative has been prepared to satisfy the requirements of Routt County Zoning <br />Resolution, Section 8.3 -Supplementary Regulations for Certain Uses by Right, Conditional <br />Uses, Special Uses, and Uses Allowed by Administrative Development Permit. <br />Section 8.3.1.1 -Public road use performance standards, requirements, and criteria identifies <br />specific data that must be addressed in a request for the use of the Routt County road <br />system by haul truck traffic. This Special Use application is submitted by Public Service <br />Company (XcelEnergy) to amend Emergency Coal Haul -SUP #00-341 for the purpose of <br />hauling coal to the Hayden Station via RCR 27. This narrative is supplemented with specific <br />reports and drawings. <br />INTRODUCTION <br />Hayden Station is asteam-electric generating station located approximately 4 miles east of <br />the Town of Hayden on the south side of State Highway 40 in Routt County Colorado. It is <br />positioned on 629 acres of land. Hayden Station was originally built and operated by the <br />Colorado Ute Electric Association. In 1992, Colorado Ute Electric Association sold the <br />Hayden Station to Public Service Company of Colorado, an operating company of Xcel <br />Energy, and two other utilities. Public Service Company (Xcel Energy) is responsible for the <br />operation of Hayden Station. Hayden Station supports two coal-fired steam-electric <br />generating units. Unit 1 began operation in 1965 and is rated at 184 megawatts. Unit 2 was <br />placed into service in 1976 and is rated at 262 megawatts. The two units at Hayden Station <br />together are capable of producing 446 megawatts of electricity, enough for more than <br />400,000 households. Hayden Station is a base load plant; meaning it runs continuously <br />near full load except during times of scheduled maintenance or unexpected outages. <br />__ _ __ The fuel needs of the station are currently supplied by trucking low-sulfur coal from the <br />Peabody Energy -Seneca Mines located near Hayden Station. Currently, coal is delivered <br />'directly from the mines to Hayden Station via a contract trucking fleet using approximately 2 <br />-miles of RCR 27 and approximately 6 miles of RCR 53. <br />,PURPOSE and NEED <br />Peabody Energy has notified XcelEnergy that the Seneca Mines will stop delivery of coal to <br />Hayden Station before the end of 2005.
