There is no delay of reclamation <br />with combined surface/subsurface mines in the <br />permit or at the site. <br />The permit is in compliance with this rule. The <br />bond is adequate in the amount and terms. See <br />a discussion under Section II, Bonding, below. <br />For this midterm review, the Division reviewed the following documents for compliance <br />with the regulations. <br />1. Permit application, including stipulations and responses; <br />2. Revisions made to the permit since the last permit renewal; <br />3. Annual reclamation and hydrology reports; <br />4. Bond surety and reclamation cost estimate; <br />5. Division findings documents and previous Midterm Reviews; <br />6. Division inspection reports; <br />7. Notices of violations since las! permit renewal, if any. <br />PART II -SUMMARY OF: OPERATIONS, REVISIONS TO PERMIT, <br />VIOLATIONS, STIPULATIONS, VARIANCES, AND BOND <br />Operations <br />The Loadout originally was part of the Hayden Gulch Mine (HG Mine), located about <br />seven miles to the south. The history of Permit C-1992-081 is summarized in Table 2, <br />below. Coal was hauled by truck from the HG mine, and coal transferred to rail at the HG <br />Loadout.
