Item 24. Rule 2.05.6(3)(b)(iv). Please add the location of HGDAL4 to Figurel3-1 (page <br />3 Tab13) and on Exhibit 12-1 as stated on page 5 of Tab 13. It is shown on Exhibit 12- <br />2 as stated. <br />Item 25.. Rules 2.06.8(1) and 4.24. The information provided in Tab 14 (page 4), <br />including Attachment 14-3 (an alluvial valley floor determination), is not sufficient to <br />cleazly determine the location of alluvial valley floors within the permit azea. Exhibits <br />(16-)reference throughout Attachment 14-3 were not found in the PAP for review. A <br />declazation is made at Tab 14 page 4 that there aze some subirrigated fields updrainage <br />from the loadout; but that all azeas mapped below the loadout consisted of native <br />rangeland only. Exhibit 10-1 shows an azea ofsub-irrigated improved pasture within the <br />permit azea, and Dry Creek meanders through the site. Protection of alluvial valley floors <br />is alluded to at Tab 14 page 1. The Division (RN-O1 Findings) made a findings that there <br />was an AVF in the permit azea. The findings also found that farming on the alluvial <br />valley floors would not be interrupted, discontinued, or precluded. The Division also <br />found that the activities will not materially damage the quantity or quality of water in the <br />surface or ground water systems. The Division found that activities will comply with the <br />requirements of the Act and Regulations with respect to alluvial valley floors. Please add <br />to this section asite-specific map that fulfills the requirements of Rule 2.06.8(3)(6). <br />Please describe the limits of the alluvial valley floor within the permit and adjacent azeas <br />on the map, and include sufficient detail that provides a basis for the alluvial groundwater <br />monitoring program. <br />Item 26. Rule 2.10.1(1). Please see Item 11 above. Please retain some of the superseded <br />maps and drawing, with explanation, so as to indicate current conditions on the <br />ground. <br />Item 27. Rule 2.10.3(1). This rule requires a map specific to land ownership. Please <br />separate the information of Drawing 3-1 so as to depict land ownership. (A separate <br />map, or some type of overprint, could be used to show control information.) <br />Item 28. Rule 2.10.3(1)(j). A map ofpre-disturbance topography was not found in the <br />PAP. Please include such a map in the PAP. [A (extract) United States Geological <br />Survey {USGS) Mount Harris quadrangle with the permit boundary indicated would <br />suffice.) <br />Item 29. Rule 4.03.1(1)(1). A certification for an existing haul road (HGLF-HRl) is <br />referenced on page 5 of Tab 12 as Exhibit 12-5. This exhibit was not found in the PAP. <br />Typical cross-sections aze at page 9 of Tab 12 (Figure 12-1). Please add this <br />certification to the PAP.
