Prior to <br />initiating production blasting at Nucla East, Peabody will notify <br />in writing all residents or owners of dwellings or other structures <br />located within one-half mile of the permit area how to request a <br />pre-blast survey. <br />The Division proposes to approve the three phased blasting plan <br />development procedure. <br />V. Backfilling and Grading <br />The Division proposes to approve the applicant's plan for disposal <br />of acid-forming or toxic materials in a manner designed to prevent <br />contamination of ground or surface waters. A contingency plan has <br />also been developed to prevent sustained combustion of flammable <br />materials. [4.i4.3(i)(a)]. <br />2. The Division proposes to approve the method and design <br />specifications for covering of acid-and toxic-forming materials in <br />order to prevent leaching into surface and groundwater and to <br />insure backfill stability. (4.14.3(2)]. <br />3. The applicant has submitted a plan for reclamation of excessive <br />rills and gullies. The Dlan is included in Tab 22 of the permit <br />revision application. This plan is proposed to be approved by the <br />Division. [4.14.6(1)]. <br />VI. Re vegetation <br />1. The Division proposes to approve the use of introduced species in <br />the reclamation seed mix. The applicant has submitted information <br />which shows that the introduced species are desirable and necessary <br />to achieve the approved post-mining land use, and are not poisonous <br />or noxious. (4.15.2). <br />2, The Division proposes to approve the use of a cover crop as a means <br />to meet soi] stabilization requirements. (4.15.4). <br />3. Methods to measure herbaceous cover and production, species <br />diversity, and woody plant density are discussed in Tab 10 of the <br />permit revision application. These techniques include: <br />Nucla <br />1. Cover - Point intercept along a randomly located line <br />transect or ocular estimates in randomly located sample <br />quadrats. <br />2, Production - Clipping of 1 meter squared plots, oven drying <br />and weighing. <br />3. Species diversity - Qualitative comparisons using cover and <br />frequency values. <br />-35- <br />
