salvaging activities to allow the irrigation water to be shut off <br />and Haplaquoll soils to be sufficiently dried to allow for <br />salvage. These soils are of a quality to be used as a topsoil <br />resource in most cases. Some surface horizons contain elevated <br />levels of calcium carbonate but this will probably not be a problem <br />since soil textures are such that hard pans probably will not form <br />in replaced soil. Therefore, the following stipulations will be <br />incorporated as part of the approval of permit revision number two: <br />Stipulation Number 7: <br />ALL SEASONALLY SATURATED SOILS SUITABLE FOR USE AS TOPSOIL MUST BE <br />SALVAGED AND USED AS SUCH. <br />Stipulation Number 8: <br />THE OPERATOR WILL SUBMIT SPECIFIC PLANS BY APRIL 15, 1989, IN <br />CONJUNCTION WITH THE ANNUAL TOPSOIL BALANCE SUBMITTAL, FOR SALVAGE <br />OF SEASONALLY SATURATED SOILS. THESE PLANS WILL INCLUDE, AT A <br />MINIMUM, TIMING AND SEASON OF SALVAGE OPERATIONS, TECHNIQUES USED <br />TO TO ENSURE THAT SOILS WILL NOT BE SATURATED AT THE TIME OF <br />SALVAGE AND ANY OTHER APPLICABLE TECHNIQUES THAT WILL ENSURE THAT <br />THE SOILS WILL REMAIN SUITABLE FOR USE IN RECLAMATION AS TOPSOIL. <br />III. Sealing of Drilled Holes and Underground Openings <br />The Division will require that each hole, well or other underground <br />opening be capped, sealed, backfilled, or otherwise properly <br />managed. (4.07.3). <br />IV. Use of Explosives <br />1. The applicant has proposed to conduct blasting within 1,000 feet of <br />buildings used as dwellings and within 500 feet of facilities such <br />as gas pipelines and sewage lines. <br />A three phase procedure for developing the precise blasting design <br />will be utilized at the Nucla East mine (see Tab 14 of the permit <br />revision application). In Phase I Peabody proposes to continue <br />collecting data at the currently permitted Nucla mine site. In <br />Phase II Peabody will perform test blasts at the Nucla East mine to <br />verify correlation with the test results from the existing Nucla <br />West mine site. The test blasts will be located greater than 1,000 <br />feet from any dwelling or school, and at least 500 feet from any <br />public facility, including the sewer line which serves Nucla. No <br />blasting will occur until applicable pre-blast surveys have been <br />performed by Peabody and reviewed by the Division. Dri11 site <br />preparation and blasting procedures for these test blasts will <br />conform with procedures outlined in the Nucla East permit revision <br />application. In Phase III a complete blasting plan will be <br />de vetoped b.y Peabody using the data collected during the previous <br />test blasts.
