Permit History
<br />On January 14, 1985, the Division issued mining and reclamation permit number C-84-063 to the
<br />Eastside Coal Company, Inc. (Eastside) for operation of the Eastside Mine. The decision was based
<br />on written Findings of Compliance published on December 14, 1984. The permit was renewed in
<br />1990, and again in 1995. The mine was in intermittent operation, with a number of notifications for
<br />temporary cessation, until the permit was placed in permanent cessation on 08/26/1993. Reclamation
<br />of the site began on January 4, 199.
<br />The 2nd permit renewal was dated January 13,1995, for a period of S years. Following this second
<br />renewal, the following revisions were approved:

<br />Technical Revision 11, decision date May 2, 1995,
<br />Technical Revision 12, decision date May 2, 1995,
<br />Technical Revision 13, decision date January 23, 1946,

<br />Minor Revision 16, decision date February 10, 1995
<br />Minor Revision 17, decision date May 3, 1995,
<br />Minor Revision 18, decision date June 2, 1995,
<br />Minor Revision 19, decision date September 11, 1995,
<br />Minor Revision 20, decision date September 14, 1995,
<br />Minor Revision 21, decision date October 11, 1995,
<br />Minor Revision 22, decision date October 10, 1995,
<br />Minor Revision 23, decision date November 14, 1995,
<br />Minor Revision 24, decision date July 15, 1996,
<br />Minor Revision 25, decision date August 12, 1996,
<br />Minor Revision 26, decision date September 19, 1997, and
<br />Minor Revision 27, decision date November 17, 1999. f
<br />There were two stipulations, Numbers 14 and 15, to the 1995 Permit (2nd renewal), one was issued
<br />subsequent to the renewal (Number 16), and one (Stipulation I) in effect from previous permits.
<br />Stipulations on the orieinal permit or the 1" renewal that have been resolved are not identified in this
<br />review. The status of Stipulations 1, 14, 15 and 16 are as follows:
<br />Stipulation 1, proposed to be terminated concurrently with approval of this proposed decision
<br />to renew (Renewal 3) the permit. A revised page 59 submitted under the application
<br />for this 3~d renewal of the permit incorporates the provision of the stipulation into the
<br />text of the permit application package (PAP),
<br />Stipulation 14, complied with June 7, 1995,
<br />Stipulation 15, complied with May 2, 1995, and
<br />Stipulation 16, complied with May 2, 1995.
