Section B -Rule 4' <br />I. Roads -Rule 4.03 <br />There aze three roads within the permit area. One is County Road 237. A second exits County <br />Road 237 to the former facilities and mine portal area. This was apre-existing road, and was <br />used to access the surface facilities and to haul coal from the site. The mine is in final <br />cessation, and the disturbed areas in reclamation. The road is very infrequently used to reach <br />the site by equipment for reclamation work. This road, once designated as a haul road, is re- <br />designated alight-use road under this renewal. A third road (dirt track) exits County Road 237 <br />and parallels an irrigation canal (Farmers Irrigation Company) to an intake structure at the <br />Grass Valley dam. This dirt track is used (usually by foot) by the Eastside Coal Company, <br />Inc., to reach an upstream (Harvey Gap Drainage) water monitoring site. County Road 237 <br />and the Farmers Imgation Company dirt track are not within the purview of the permit. The <br />road that exits County Road 237 to the former facilities and mine portal azea is addressed in <br />this findings under both haul road and light-use road rules. There is no road classified as an <br />access road associated with this permit. No new road construction is proposed during the <br />ensuing term of the permit. <br />Haul and Light Use Road. As once a haul road, and re-designated alight-use road, that road <br />that exits County Road 237 to the facilities and portal areas of the mine meets the <br />requirements of the rules. <br />1. No alternative criteria and specifications were used during the design of this road as a <br />haul road [4.03.1(1)(e)). <br />2. The Division proposes to approve the retention of this (pre-existing, re-designated to <br />light-use) haul road depicted on Map Nos. HGP-7 and HGP-15 since it is compatible <br />with the approved post-mining land use, and a request for its retention was submitted <br />by the landowner [4.03.1(1)(f)(ii)]. ! <br />3. No portion of the road is located in the channel of any stream [4.03.1(2)(b) and <br />4.03.3(2)(b)]. <br />4. There is no ford of an ephemeral or intermittent stream [4.03.1(2)(c) and 4.03.3(2)(c)). <br />5. No altemative specifications for cut slopes are approved by the Division <br />[4.03.1(3)(d)(i)). <br />6. No altemative specifications for embankment slopes are approved by the Division <br />7. There is no alteration or relocation ofa natural channel drainageway [4.03.1(4)(a)(i)). <br />8. No altemative specifications for culvert and bridge sizing are approved by the Division <br />9 0306/00 <br />
