7-17-1997 3:19AM FROM ENVIRONMENTAL 9708702753 P.2
and smoothing of the ground to facilitate access by drilling equipment. Surface disturbance will be
kept to a minimum with access to proposed sites limited to dry periods to the extent possible. New
roads will be constructed only as necessary in order to protect and preserve the existing topsoil
resources and minimize erosion. In the event additional road work is required to maintain adequate
access to drilling sites, the available topsoil (typically 24" deep) will be windrowed to the side of
the road in a stable configuration and stockpiled for use during 5nal reclamation of the road.
Mobile equipment, typically a small bulldozer, will be utilized for routine road maintenance and
any necessary construction activities. Bonding estimates for this project have been addressed
assuming additional road construction as indicated on the enclosed map is required. Some minor
road construction may be necessary for sites 97002, 97003, 97008, and 97009 if weather
conditions dictate. Access to the remaining sites is prodded by existing roads ~ehich may require
routine maintenance or minor rehabilitation activities but which are not anticipated to require
significant alteration. 1997 NOl Table 2 details potential disturbance areas and topsoil volumes
associated with the additional road construction potentially associated with this project.
Drill Site Construction: Topsoil will be removed as necessary and stockpiled to avoid
'~ contamination adjacent to each drill site developed. Given the anticipated short duration between
topsoil salvage and replacemem at each site, no interim seeding is anticipated. Constructed drill
pads for sites 97001 through 97010 will be approximately 100' x 100' in size with associated total
disturbance areas of approximately 0.3 acres at each site. A somewhat larger overall disturbance
area, approximately 1.0 acre, will be required for site 97011. 1997 NOI Table 2 details topsoil
depths and yardages to be salvaged az each site for drill pad construction. After topsoil has been
removed, the pad areas will be leveled with a small dozer to accommodate the drill rig and
associated equipment. The proposed exploration sites are typically located on gently sloping azeas,
with slopes ranging from flat to approximately 15% and averaging approximately 8%; the
associated leveling work required at each site will be mwmal. Mud pits will be excavated within
the pad areas following topsoil salvage and leveling work. Material excavated from the mud pits
will be segregated from the topsoil and retained within the boundary of the drill pad. Sediment
control will be achieved by retaining runoff within the drill pad area to the extent possible. In the
event persisterrt runoff occurs from the disturbed area, silt fences or other temporary sediment
control measures may be employed to reduce off-site sediment transport. It should be noted that
with the exception of site 97001, none of the proposed drilling locations are sited adjacent to
streams and therefore the potential for water quality impacts associated with this project is
negligible. Particular caution will be exercised at site 97001 to minimize off-site sediment
vansport and protect the adjacent waterway.
_ In reference to drill site 9701, additional steps will be taken to minimize impacts to Middle Creek.
' During construction of the drill pad topsoil will be stockpiled on the south side of the pad (creek
side) to form a bertrt between the pad and the creek. Additionally, a small ditch will be inscribed
around the topsoil stockpile to keep runoff from the outslope of the stockpile from entering the
creek. The setup of the site will be such that all drainage is contained within the drill pad. Once the
topsoil is removed from the site it will be leveled as required to accommodate the drill rig and
support equipment. Three mud pits will be excavated within the site and the material removed
from the pits will be placed adjacent to the pit or in the area of the pit. The pits will be
approximately 4' x 6' x 6'. In the event additional pit(s) are required to contain drilling fluids
within the site they will be of similar size to the existing pits. If the pits will not hold water, i.e. the
excavation is into gravels or sands, they will be lined to keep drilling fluids in them. It is in the
best interest of the driller to keep drilling fluids in the pit. The equipment required for drilling the
hole will be parked on the site on the road leading imo the site to minimize disturbance.
T:ldocumentUcarl\97noi
