Stipulations #3 and #9 were acknowledged as re- <br />solved. The following responses are directed to the other permit stipu- <br />lations which are still in the resolution process. <br />Stipulation 6 <br />The response that we originally submitted to Stipulation 6 on <br />December 29, 1981 was deemed unacceptable after review by Mr. Hal D, <br />Simpson, Assistant State Engineer. Subsequent to that time, we have <br />further discussed our proposed plan to mitigate impacts on tributary <br />waters with Mr. Dick Stencil from the State Engineer's office. The <br />attached letter from Mr. Jack Hibbert, Manager, Water Resources Planning <br />and Development, Adolph Coors Company, to MLRD, dated April 6, 1982, <br />revises our proposed plan and is a result of those discussions with Mr. <br />Stencil. <br />Stipulation 10 <br />Coors Energy Company will accept the Division's recommendation for <br />a woody plant density success standard for sandsage of 500 stems per <br />acre. However, this acceptance is conditioned upon our understanding <br />that the "success standard" represents a goal to strive for and that the <br />minimum acceptable density, as defined in Section 4.15.8(7), page 278 of <br />the Regulations, is 90% of 500 stems per acre within limits bracketing <br />the true sample mean with statistical confidence at 80%. <br />
