1. Stream channelizntion and inatream structure placement will be
completed before spring runoff on or about May 1, 1998.

take a longer period as eu [f icient topsoil ie not readily available. Ae
Telluride Gravel gets the opportunity, they will continue to cover the area
with topsoil, but x111 make an e£fozC to complete within 2 years of start of
projecC.

~. The contribution of work provided herein shall not entitle Telluride
Gravel to any share or interest in the completed project. All improvements

restricts the Forest 6etvice or the Cooperator (e) from participating in
similar activities with other public or private agencies, organlxations, and
individuals.

7. NON-FUND OBLIGATING DOCUMENT. Thia inet rumerit ie neither a fiscal
nor a Eunda obligation document. Any endeavor involving reimbursement,
contribution of funds, or transfer of anything of value between the parties to
this instrument will be handled 1n accordance with applicable laws,
regulations, and procedures including those for Government procurement end
printing. Such endeavors will be outlined in separate agreements that shall
be made 1n writing by representatives of the pezCiea and shall be
independenely authorized by appropriate etatutary authority. Thia instrument
does not provide each authority. 6peciflcally, this instrument does not
establish authority for noncompetitive award to the cooperator of any contract
or other agreement. Any contracC or agreement for [reining or ocher services
must fully comply with all applicable requirements for competition.
9. MODIFICATION. Changes within the scope of this instrument shall be
