first permit term nor will they do so during the second. There will then
be no cumulative effects of the Animas and Rimrock Mines on the quality
or quantity of surface water in any local drainage. The only potential
for cumulative impact of the two operations on surface water quality or
quantity might be on the Purgatoire River into which the local drainages
feed. The volume of water being carried by the Purgatoire River relative
to that contributed by the drainages potentially impacted by the two
mines, however, precludes any detectable effects on either its quantity
or quality. Cumulative impacts of the Animas and Rimrock Mines on local
ground water supplies should also be minimal. There have been no
detectable effects of the Animas liine on either water levels or quality
in the wells monitoring local ground water conditions during the first
permit term. The Rimrock Mine is small and relatively isolated
geologically by adjoining drainages that cut below the mining level.
The Division finds the Animas Mine, as proposed in the application for
permit renewal, to have been designed to prevent damage to the hydrologic
balance outside the proposed permit area.
X.
