<br />United States Department of the Interior <br />OFFICE OF SURFACE MINING <br />Reclamation and Enforcement <br />WASHINGTON, D.C. 20240 <br />MEMORANDUM <br />T0: Assistant Secretary, for Energy and Minerals <br />FROM: Director, Office of Surface Mining <br />SUBJECT: Recommendation for Approval of the Edna Mine Mining and Reclamation <br />Plan, Pittsburg and Midway Coal Company, Routt County, Colorado <br />Federal Lease Nos. C-021601, D-033327, D-041418, and D-053710 <br />Pursuant to the Surface Mining Control and Reclamation Act and the Mineral Leasing <br />Act, as amended, I am advising you that OSM is prepared to approve a permit for <br />the Pittsburg and Midway Coal Company, Edna Mine. My decision to approve Pittsburg <br />and Midway Coal Company's application fora permit under the Federal Lands Program <br />is based on the applicant's complete permit application as reviewed by OSM and the <br />State as required by 30 CFR Chapter VII, Subchapter D, and the approved Colorado <br />State Program, and compliance with the National Environmental Policy Act. The <br />Secretary may approve a mining plan for Federal lands under Sections 2(a)(3) of the <br />Mineral Leasing Act, as amended, if the proposed operation will be in compliance <br />with all applicable laws and regulations. <br />A copy of the Technical Analysis and Environmental Assessment is on file in the Branch <br />of Environmental Analysis of OSM's Washington Office. <br />I recommend that the mining plan update, as of Dec. 23, 1981, by Pittsburg and Midway <br />Coal Company, be approved. <br />Attachment <br />e <br />I approve⢠<br />ssistant Secretary, for Energy an inera s <br />
