Mining of West Ridge is already <br />in progress and is anticipated to continue for four and a half years before completion. <br />The sequence of mining under this permit will be Year One through Five in West Ridge <br />(1981 - 1985), and Year Five to begin mining in the Moffat Area (1985). Total produc- <br />tion for the 5 year permit term is expected to be approximately 4,447,000 tons. <br />~- i c <br />A chronology of events related to this MRP apps tion can found enclosed. The <br />Minerals Management Service was requested on arch 19, 1982 o provide concurr`enc <br />for approval and they provided a copy of writ one rence of their"May 26, 1981 ,J <br />letter on March 24, 1982. The U.S. Fish and Wildlife Service addresircohcerns <br />in a letter of September 15, 1981. These issues were discussed between the staffs <br />of OSM, MLRD and the applicant and resolved to the satisfaction of the OSM staff. <br />The Bureau of Land Management concurred with the plan on October 20, 1981. The <br />State Historic Preservation Officer concurred that there are no significant cultural <br />resources within the impacted area on February 1, 1982. A hearing before the Colorado <br />MLR Board was requested by the applicant; however, the MLRD staff and the applicant <br />resolved the issues before the hearing date. The State regulatory authority approved <br />the permit application on October 29, 1981. <br />My recommendation is based on the complete mining and reclamation plan files, other <br />departmental records, and independent review of the State of Colorado's work. As <br />attested to in those documents, I have determined that this action will not have a <br />significant impact on the human environment. <br />The information in Pittsburg and Midway Coal Company's mining and reclamation <br />plan as well as other information documented in the recommendation package and made <br />available to the public has been reviewed by my staff under the guidance of the <br />Technical Project Officer. Based on that review, and as reflected on the attached <br />recommendation package, I recommend that you find that the Pittsburg and Midway Coal <br />Company application affirmatively demonstrates that the permit is in compliance with <br />applicable rules and statutes (786.19) (see Findings). <br /> <br />
