<br />CNAPTERTWO Proposed Action andAlternatiues <br />• American Soda would provide for effective deer crossings of the main header piping corridor <br />to allow adequate deer movement (north-south) through the well field. The crossings would <br />generally be accomplished by design accommodations whereby the piping system would be <br />buried below ground at road crossings and/or elevated at drainages. <br />Migratory Birds <br />' • American Soda would monitor the pH and total dissolved solids concentrations in the <br />Piceance Site evaporation pond, the Parachute Site evaporation pond, and the Pazachute Site <br />' MVR purge pond. Migratory bird use of these ponds would also be monitored. Monitoring <br />data would be provided to the agencies. If the monitoring data demonstrate use and attraction <br />of migratory birds at a pond, salinity levels that present a risk to migratory birds, and <br />migratory bird mortality, American Soda would exclude birds from any problem ponds. This <br />may be accomplished by installation of exclusion netting. American Soda would consult <br />with and work cooperatively with USFWS in monitoring, evaluating, and mitigating adverse <br />' impacts to migratory birds. <br />Sage Grouse <br />• American Soda would construct the project pipeline on the opposite (east) side of the existing <br />pipeline corridor from the known active sage grouse lek on Bames Ridge for at least 1.5 <br />' miles on either side of the lek. <br />• Ground-disturbing pipeline construction activities within 1.5 miles of the ]ek would be <br />scheduled to avoid the critical activity period from Mazch 1 through July 15. Non-ground- <br />disturbing activities such as surveying, preparatory work, or light ingress/egress along this <br />section of the route would be limited to times of day when the leks aze not in use. <br />' • To enhance sage grouse habitat, forb species known to be beneficial to sage grouse would be <br />included in the pipeline corridor revegetation seed mixture, at least along Barnes Ridge. <br />' 2.2.6 Site Protection Plans <br />In addition to ongoing monitoring that would be performed by American Soda at the Yankee <br />Gulch Project, several plans and procedures would need to be developed. The purpose of many <br />of these plans and procedures would be to address emergency situations rather than day-to-day <br />' operations. <br />2.2.6.1 Spill Prevention and Control <br />Diesel fuel would be required for project vehicles and other machinery and surface equipment. <br />Gasoline would also be stored onsite. The total amount of fuel that would be stored for these <br />' purposes would be less than the regulatory threshold limits for a Spill Prevention, Control and <br />Countermeasures (SPCC) Plan. Therefore, SPCC Plans would not be required for the Piceance <br />Site and the Pazachute Site. A spill plan for the product pipeline and gathering pipelines is being <br />developed. <br />' 2-23 <br />
