The exemption also includes material. <br />extracted from ranches or farmlands and used on the <br />property to maintain agricultural operations; or . <br />2) Hand tools .and lightweight, rubber-tired vehicles' are used <br />to extract and transport the material off site; and there will <br />be only incidental surface disturbance;'or . . <br />3} The excavation of'material is part of a project that is~subject <br />to government review and. permitting. The approved <br />government permits ensure a beneficial use of the .site <br />• affected by the material extraction.
