You outline five major <br />problems you believe exist at the site. Generally, they aze as follows; <br />• Underground fre in Section 24 <br />• County road ditch erosion <br />• Road from the gate through the east pit <br />• Numerous rills and gullies <br />• Concrete walls in the drainage outlet of the east pit <br />The underground coal fire has been an issue for many years. Your concern is noted. <br />As you mentioned, our report notes the down cutting in the County road ditch. I would anticipate that if the <br />road ditch is within the legal right-of--way of the road, the County is responsible for maintenance of the ditch. <br />I have not observed the road to the East Pit and beyond to ever be impassable, nor did I observe that during <br />my inspection on November 30. The responsibility of maintaining the road belongs to Southfield (EFMC), <br />as this road is used to access reclaimed facilities that remain under EFMC liability. Once EFMC no longer <br />has bonded facilities that require their access and use of this road, the road maintenance would revert to the <br />responsibility of the landowner(s). The road and required maintenance will be documented in the regulaz <br />mont131y Southfield inspection reports. <br />Rills and gullies are obvious and evident, due to minimal soil cohesion coupled with modest vegetation, <br />steep slopes, and average-to-poor hydrologic cover. <br />The Division is aware of the problems with the concrete drainage structures in the outlet of the East Pit. <br />ice of Office of Colorado <br />Mined land Reclamarron Attive and Inactive Mures Geological Survey <br />
