The sponsors have <br />contacted the Costilla County Board of Commissioners and they have <br />indicated they will use their equipment and some summer labor in help- <br />ing the local sponsors meet their share of the cost. The sponsors also <br />will contact the Four Corners Regional Commission for possible grants. <br />The Town of San Luis and the Costtlla County Board of Commissioners have <br />the power of eminent domain and funds through allocation of county and <br />city funds to obtain, build and maintain structural measures. <br />As the program develops other federal, state and local agencies such as <br />the Agricultural Conservation E Stabilization Service; Extension Service, <br />U.S. Forest Service and Colorado State Forest Service; Colorad•~ Highway <br />Department; Farmers Home Administration; Bureau of Sport Fisheries and <br />Wildlife; Colorado Division of Wildlife; Town of San Luis; and the San <br />Luis Valley RCED Project may assist the sponsors. <br />There are no known environmental problems or concerns that would prevent <br />the implementation of proposed works of improvements. <br />Two meetings were held in San Luis, Colorado on November 27, 1'374 and <br />March 17, 1975• The purpose of these meetings was to inform s~~onsors <br />and other interested parties of preliminary evaluation of alte-natives <br />and to advise them of several input needs. <br />Due to high local interest, no known environmental problems, and a <br />feasible alternative solution, there is a great potential for 'mple- <br />menting an acceptable water resources plan under authorities or P.L. <br />566. <br />
