Rito Seco FER 5 <br />Station 86+00 to 140+00: A bottom width of 780 feet with a flow <br />depth of 1.8 feet plus 2.2 feet of freeboard. At a velocity of 4.9 <br />fps, the capacity is 6,700 cfs. The floodway has dikes x.55,800 cu. <br />yds. of fill) on both sides. <br />There are approximately 182 acres of dikes and floodway t~ottom to <br />be revegetatsd to native grasses. <br />Soils in the floodway area are unified soil classification SM-GP. <br />In addition, about 10 critically eroded areas will be treated with <br />structural measures. The remaining 21 will be treated under the land <br />treatment program at an 80-20 cost share rate. The total installation <br />cost of the 21 areas treated under the land treatment program is estimated <br />to be $994,600. The local sponsors share of the $994,600 total installa- <br />tion cost is $200,000. In addition, the sponsors will incur 55,300 annual <br />operation, maintenance and repair cost associated with these 21 critically <br />eroded areas. <br />The total structural measures installation cost including construction, <br />engineering, project administration and land rights would be 5901,500. <br />The local share of the $901,500 total installation cost is an estimated <br />$133,600. Operation, maintenance and repair cost to be borne Sy the local <br />sponsors is estimated to be $13,700 annually. The total avera3e annual <br />cost is $67,400. Average annual benefits are estimated to be $71,300. <br />This results in a benefit-cost ratio of 1.1:1.0. <br />ential for Imolementation <br />The Sponsor's main objectives are: <br />1. Stabilize and control streamflows, prevent floodwate- damage, <br />reduce sediment damage and eliminate the risk of loss of life. <br />2. To provide flood protection for the Town of San Luis that will <br />allow future home builders to obtain federal loans. <br />3. Reduce silt, sediment, and debris damages to the Peoples Ditch <br />and its downstream water users. <br />4. Improve the social, environmental and economic development of <br />the project area, the county and the San Luis Valley. <br />Interest in developing a program of land treatment and structural measures <br />to meet objectives of. the sponsors and local people is high. t.ocal <br />sponsors feel they can handle their share of the cost.
