Long <br />Division OrteUOr <br />The Colorado Division of Minerals and Geology is preparing the bid document for fmal reclamation <br />at the revoked Trinidad Basin Mine (TBM) site. The purpose of this letter is to describe the <br />reclamation activities that the Division proposes to conduct on your land. If the Division does not <br />receive a response to this letter by February 13, 1994, the Division will assume your consent and <br />proceed with the plans described herein. <br />Enclosed are three maps titled Map I, Map II, and Map III. Map I shows the area within the permit <br />area that is owned by Darrell and Pollye Nance and by Mrs. Nancy Chappie. Map I also shows the <br />areas covered by Map II and Map III. Maps II and III highlight the locations of reclamation <br />activities proposed by the Division that may affect property owned by you. The circled red <br />numbers on Maps II and III correspond to the numbered items of this letter. The reclamation items <br />listed in this letter have been characterized as possessing high, medium, or low priority based upon <br />the Division's determination of potential environmental degradation and threat to public safety. The <br />Division has prioritized the reclamation items in the event that sufficient bond is not available to <br />complete reclamation of all items listed for the entire mine area. <br />Proposed Reclamation Plan (Numbered items correspond to Map 77) <br />The approved mine operations plan in the now-evoked mining permit had allowed streamflow <br />from the canyon located on the south side of Del Agua Cheek to be diverted to pond 15-P2, as <br />shown on Map II. Following revocation of the permit in April 1993, TBM ceased maintenance <br />of the drainage control structures that conveyed this streamflow to pond 15-P2. The drainage <br />control structures have failed at the bridge crossing of Del Agua Creek, and the uncontrolled <br />flows threaten to wash out the bridge. The Division proposes to realign the natural drainage <br />channel, so that the natural streamflow will enter Del Agua Creek downstream of the bridge, <br />thereby no longer impacting it. <br />
