<br />5. The applicant shall submit an annual report which presents and discusses <br />the monitoring data collected over the past year. The first annual report <br />will be due the last quarter of 1982. <br />6, Within 60 days of permit issuance the applicant shall submit to MLRD and' <br />the Colorado State Engineers office a more detailed breakdown of the pro- <br />posed uses of tributary water associated with the mine operation and a <br />detailed description of a mitigation plan for depletion to tributary water <br />that is acceptable to the State Engineers office. Mitigation may include an <br />augmentation plan or membership in an augmentation plan approved by the <br />State Engineers office. <br />7. Three test plots will be established by Coors Energy Company during <br />reclamation operations in the spring of 1982. These plots will consist <br />of one scraper load each of topsoil distributed to a depth of 2', 3', 9' <br />respectively. Plots will be monitored for productivity annually for <br />a period not to exceed 5 years. <br />8. Coors Energy must contact the Division to determine what additional <br />information will be required to obtain approval to apply the sludge. <br />Approval must be obtained from MLRD prior to its use on the mine site. <br />9. Coors Energy Company must collect additional samples in the 1981 growing <br />season for vegetative productivity of the Valent sand and Osgood sand <br />communities so as to achieve a confidence level of at least 80% (with a <br />sample mean within l00 of the true mean). This information must be <br />submitted to the Division before December 31, 1981. <br />IO.. Coors Energy Company and the Division shall work jointly to establish a <br />woody plant density standard for the xeenesburg mine by December 31, 1981. <br />11. The Division in conjunction with Coors Energy Company will establish a <br />means of species diversity evaluation, and applicable success standards <br />by March 31, 1982. <br />12. Coors Energy Company will submit justification for the utilization of the <br />introduced species in the reclamation seed mix or remove them, Additionally, <br />Coors should incorporate at least one additional leguminous forb and <br />needle and thread grass. The justification and/or new seed mix should be <br />submitted for Division approval by December~31, 1981. <br />13. Coors Energy Company in conjunction with the Division will develop a <br />biennial revegetation monitoring plan, to be initiated upon approval by <br />the Division. The plan should be submitted to the Division no later than <br />December 31, 1981. <br />14. Coors Energy Company shall construct all additional powerlines and poles <br />at the Keenesburg mine site so as to minimize the danger of electrocution <br />to raptors. The designs shall be submitted to and be approved by the <br />Division before construction. <br />1.5, Coors Energy Company shall submit plans for raptor perch placement (based <br />on Colorado Department of Wildlife recommendations) for Division review <br />and approval at least 90 days prior to placement. <br />16. Coors Energy Company will submit to and have approved by the Division, <br />prior to any blasting under their new permit, a blast recording form <br />that provides an opportunity to record all applicable information found <br />in Rule 4.08.5. <br />17. The applicant shall survey the stockpiles, backfilled areas, and operational <br />pit utilizing appropriate survey techniques once each 12 months, in order <br />to verify that the operations are achieving the approved post-mining topo- <br />graphy. The results of the survey shall be submitted to the Division annually. <br />18. Within 120 days of permit issuance the applicant shall submit design infor- <br />mation for the proposed temporary overburden stockpiles. This information <br />shall describe the geometry (height and slope angle) of the stockpiles and <br />the method of placement of the material. <br />
