All haul roads are within a sediment control system; <br />b. Culverts were properly sized and located at all ephemeral drainages; <br />c. Ditches were adequately designed; and <br />d. Road grades were not excessive. <br />2. The permit application contained generalized cross-section, through the road surface <br />for all haul roads (Exhibit 3.5-3), but in looking at the road maps, Exhibit 3.5-2, <br />and in reviewing the cross-sections, Exhibits 3.5-o to 3.5-21, cut and fill methods <br />of construction have been used where maximum regulatory .slope limits have been <br />exceeded according to Rule 4.03(3).
