THE MASS BALANCE FOR OVERBURDEN AND TOPSOIL FOR FINAL <br />REFUSE PILE CONFIGURATION NEEDS TO BE CALCULATED AND IF <br />ANY DEFICIT IS FOUND, EFCI NEEDS TO SUBMIT A PLAN TO MAKE <br />UP THE DIFFERENCE. <br />2. FINAL DEPOSITION OF THE ON-SITE CONCRETE NEEDS TO BE <br />CLARIFIED IN THE PERMIT. <br />3. SHOULD EFCI WISH TO PURSUE AN ALTERATION FROM THE <br />PRESENTLY APPROVED POST-MINING CONTOURS AND CONFIGURATION <br />AT THE LOADOUT, THIS ISSUE NEEDS TO BE ADDRESSED IN A <br />TECHNICAL REVISION TO BE REVIEWED AND APPROVED BY THE <br />DIVISION. <br />4. IN ORDER TO VERIFY FACILITY AND LOADOUT BACKFILL VOLUMES, <br />THE OPERATOR WILL PROVIDE AN ACCURATE CURRENT TOPOGRAPHY <br />MAP WITH APPLICABLE CROSS-SECTIONS TO REVISE MAPS 6 AND <br />7. <br />THE ABOVE ISSUES ARE TO BE RESOLVED IN A REVISION(S) TO BE <br />SUBMITTED WITHIN 60 DAYS OF PERMIT RENEWAL. <br />V. Sealing of Drilled Holes and Underground Openings <br />Drill holes from 1987 and 1988 exploration projects within the <br />permit area have been filled and sealed, as described in the <br />"Proposed Decision, Phase I Bond Release" Document dated <br />September 15, 1990. <br />Detail of the five portal sealing plans can be found in <br />Sections 4.07.3 and 2.05.4, page 8 R of the permit <br />application. Mine portals will be sealed by constructing a <br />concrete block wall as depicted on Figure 21, seen on page <br />2.05.4-9. MSHA approved techniques and sealant will be <br />applied on all five portals seals. Once the seals are in <br />place, the entry between the seal and opening will be filled <br />with overburden material in conjunction with subsequent <br />backfilling activities. <br />VZ. Use of Explosives <br />EFCI conducts occasional limited underground blasting <br />activities only. No surface blasting is utilized or planned <br />at the Southfield Mine. Storage and handling of explosives, <br />and any underground blasting that occurs, are conducted under <br />the supervision of a qualified individual in compliance with <br />applicable MSHA and the Department of Alcohol, Tobacco and <br />Firearms requirements. <br />39 <br />
