Cumulative Hydrologic Impact Statement <br />A Cumulative Hydrologic Impact Statement (CHIS) was completed for <br />the Southfield Mine and considers the hydrologic impacts of all <br />anticipated mining and reclamation activities in the area of the <br />mine during the current permit term. This CHIS is available under <br />separate cover in the files of the Division. <br />Pursuant to Rule 2.07.6(2)(c) and in consideration of the absence <br />of demonstrated significant hydrologic impacts by anticipated <br />mining and reclamation operations in the study area, either <br />individually or cumulatively, the Division finds the proposed <br />Southfield Mine operation to have been designed to prevent material <br />damage to the hydrologic balance outside the proposed permit area. <br />IV. Topsoil <br />Topsoil resource information is contained in Section 2.04.9 of <br />the permit application. Topsoil handling information is in <br />Sections 4.06 "Topsoil", 2.05.3 "Operations Plan" and 2.05.4 <br />"Reclamation Plan". Location of the three topsoil piles on <br />the mine site can be seen on Map No.14, "Mine Soils Map". <br />There are three topsoil piles at the mine site which consist <br />of topsoil salvaged during initial construction of the refuse <br />area. There was no topsoil salvaged for the facility area <br />since it had been disturbed from previous pre-law mining <br />operations. The only remaining topsoil to be salvaged is in <br />the refuse pile expansion area to the south and west. Refuse <br />expansion is estimated at about 10.7 acres. <br />Topsoil stripping depths in the refuse pile expansion area <br />will remain as previously approved, at 4 feet. The operator <br />is currently committed to salvaging approximately one foot of <br />"A" horizon and three feet of "B" horizon material from this <br />area. Soil analysis indicates little difference between the <br />two soil horizons, as plant growth media. Therefore, the <br />Division finds that there is. no need to store the A and B <br />horizon materials separately. The operator is only required <br />to handle these materials separately when "live handled". <br />Live handled topsoil is reapplied immediately after stripping. <br />During permit review and subsequent bond estimation, the <br />Division discovered a discrepancy in th'e bond estimate made <br />for backfilling and grading the refuse pile and facility area <br />with overburden and topsoil. To address this issue formally <br />as a permit defect, the Division has added the following items <br />No.i and 3 to a new stipulation: <br />Stipulation No.24 <br />AS A COMPONENT OF THE 1994 PERMIT RENEWAL AND BOND ESTIMATE <br />REVIEW, THE DIVISION HAS DETERMINED THAT THE CURRENT EFCI <br />RECLAMATION PLAN IS DEFICIENT IN THE FOLLOWING AREAS: <br />3 8' <br />
