r-- <br />Oxbow is proposing that recoverable soil materials be windrowed on the downgradient <br />edge of the diversion disturbance area. While this material could be recovered in the <br />future and hauled to the soil stockpile, Oxbow submits that the diversion would <br />provide erosion protection and it may be more realistic and appropriate to stabilize the <br />material by seeding it in-place, avoiding haulage to the stockpile now and back from <br />the stockpile in the future with the associated potential for significant loss or <br />contamination of soil material. If stabilized in-place, the soil material would be <br />identified with appropriate markers consistent with Rule 4.02.7. <br />2) Powerline road realignment (MR-43) - In order to avoid several very large boulders <br />and a rock outcrop and prevent unnecessary blasting activity, the short sectia~ of light- <br />use road constructed to access and service one of the additional powerpole locations <br />was realigned. <br />3) C-Gulch Ventilation Shaft (MR-45) -Required site grading was not as extensive as <br />originally planned, resulting in more uniform pad elevations and less overall <br />earthwork. The culverts on the light-use road were lengthened to minimize the <br />potential for damage to the ends of the culverts from truck traffic during shafr <br />construction. <br />4) Balch-weigh loadout (TR-29) - As a result of discussions with the railroad (Union <br />Pacific) the location of the weigh bin and loadout facility along with associated <br />trackage may be modified. Details will be finalized following further review by the <br />railroad. <br />5) Surplus equipment and rock storage (TR-29) - An existing area located near the <br />explosives storage magazines on Elk Creek is presently and has historically been used <br />for temporary storage of surplus equipment and parts (refer to Section 2.0.3(3) of the <br />permit document under [he sub-heading "Equipment and Material Storage Areas"). A <br />number of large boulders which have been previously removed from development and <br />operating areas and are too large for placement and use as riprap have also been placed <br />in this general area.
