C
Section 2.06 REQUIREMENTS FOR PERMITS FOR SPECIAL CATEGORIES OF MINING
2.06.8 Surface Coal Mining and Reclamation Operations on Areas, Including
Alluvial Valley Floors
(3) Alluvial Valley Floor Determination
(b)
In general, insufficient information has been provided, within the permit
application, for the regulatory authorities to make a negative determina-
tion for AVF's within Scullion Gulch and Red Wash.
The extent of the unconsolidated stream laid deposits determined during the
field investigation should be put on a large scale map. Because Map 102
(Alluvial Valley Floor Map) has a scale of one inch = 2,000 feet it is very
difficult to accurately assess the width, and therefore areas, of unconsol-
idated stream -laid deposits along Red Wash, Scullion Gulch, and the White
River.
Page II.D -2 of the permit application indicates that drilling operations
have been conducted within the alluvial formations within the permit area.
The location of all these drill holes, all drill logs, and cross - sections
made using the drill logs should be provided within the permit applica-
tion. This information will help to further define the width, depth, and
subirrigated condition of alluvial materials.
The applicant needs to provide a more detailed discussion of the reconsis-
ance irrigation study that was performed. The discussion should include:
The way the study was conducted; the areal extent of the study; the sources
which were used to check on past irrigation practices, e.g., long -time
residents, state engineer's records, visual inspection for dams
-21-
