C <br />Section 2.06 REQUIREMENTS FOR PERMITS FOR SPECIAL CATEGORIES OF MINING <br />2.06.8 Surface Coal Mining and Reclamation Operations on Areas, Including <br />Alluvial Valley Floors <br />(3) Alluvial Valley Floor Determination <br />(b) <br />In general, insufficient information has been provided, within the permit <br />application, for the regulatory authorities to make a negative determina- <br />tion for AVF's within Scullion Gulch and Red Wash. <br />The extent of the unconsolidated stream laid deposits determined during the <br />field investigation should be put on a large scale map. Because Map 102 <br />(Alluvial Valley Floor Map) has a scale of one inch = 2,000 feet it is very <br />difficult to accurately assess the width, and therefore areas, of unconsol- <br />idated stream -laid deposits along Red Wash, Scullion Gulch, and the White <br />River. <br />Page II.D -2 of the permit application indicates that drilling operations <br />have been conducted within the alluvial formations within the permit area. <br />The location of all these drill holes, all drill logs, and cross - sections <br />made using the drill logs should be provided within the permit applica- <br />tion. This information will help to further define the width, depth, and <br />subirrigated condition of alluvial materials. <br />The applicant needs to provide a more detailed discussion of the reconsis- <br />ance irrigation study that was performed. The discussion should include: <br />The way the study was conducted; the areal extent of the study; the sources <br />which were used to check on past irrigation practices, e.g., long -time <br />residents, state engineer's records, visual inspection for dams <br />-21- <br />
