a <br />SECTION 2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING <br />ACTIVITIES -- MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION <br />PLANS <br />2.05.3 Operation Plan - Permit Area <br />(4) Ponds, Impoundments, and Diversions <br />Based on the information provided within the permit application, removal of <br />the "D" Portal facilities and fill and the reclamation of Scullion Gulch will <br />remove Sedimentation pond DP -1. A plan, and the design of all structures to be <br />used, for controlling runoff from the reclaimed "D" Portal area needs to be <br />submitted. The plan should include a map showing the location of all water <br />control structures, and the methodology, assumptions, and calculations used to <br />design these structures. <br />(5) Topsoil <br />A tabulation of the disturbed acreage of each topsoil type should be included <br />within the permit application. <br />(6) Overburden <br />(a) <br />The applicant needs to provide a detailed plan, with appropriate drawings <br />and calculations, showing how their proposed surface blasting plan will com- <br />ply with this section of the Colorado permanent regulatory program. The <br />plan should not simply state that the regulations will be met but should de- <br />tail how the applicant will fulfill the regulatory requirements (e.g., pro- <br />vide cross - sections of blast holes showing; that a 0.7 collar distance ratio <br />will be maintained and showing the amount of explosive and stemming per <br />hole, provide diagrams of blast patterns showing delays and hole- spacing, <br />calculations showing how fly -rock and air -blast will be controlled, etc.). <br />-11- <br />
