(2) Reference Areas <br />Reference sampling areas for Juniper woodland, Juniper- sagebrush, and Big sage- <br />brush communities are not included on the vegetation map as required by section <br />2.04.10(2) of the Colorado permanent regulatory program. No big sagebrush <br />reference area is listed on Table 2, page II. F -66. This information needs to <br />be provided in the application. <br />(4) Plant Community Descriptions <br />The baseline vegetation report within the permit application has used several <br />techniques to assess sample adequacy. There is some question, however, as to <br />whether the baseline vegetation study fulfills the requirements of State and <br />Federal permanent regulatory programs. In most cases the sample adequacy of <br />the vegetation study does not meet the required 10% (20% for shrub density and <br />productivity) error levels. If the applicant wishes to request a variance from <br />the State and Federal permanent regulatory program requirements for the reasons <br />discussed in the report, they should plan to meet with the regulatory agencies <br />to discuss and justify the request. <br />A description of the cluster sample sites in terms of slopes, soils, aspect, <br />etc., needs to be provided as a part of the permit application. <br />(5) Rare and Endagered Species <br />The applicant needs to provide a discussion of the methods of survey used to <br />check for State and Federal rare and endangered species. <br />Was the State list of rare and endangered species included in the above survey? <br />The endangered plant species, ophedra buckwheat and graham beard tongue, have <br />been identified as discussed on page II. F -20 by Welch in a 1978 survey of the <br />M <br />
