<br />-z- <br />5. Sometime after November 17, 1978, WSC submitted an addendum to their <br />pending permit application which contained the final reclamation plan for <br />Crystal Meadows (see attached document and map), and mine plan and reclamation <br />plan information for the pending application. <br />The plan included an elaborate protective dike, a gravel capillary barrier, <br />topsoiling, grading and revegetation plans, and specified installation of <br />monitoring wells. <br />6. A letter dated November 28, 1978 from Dan Massey to WSC states the <br />following: <br />1. The Board "has approved your permit application... A bond of <br />$85,000.00 was approved". <br />2. "As you know a somewhat complex plan was approved regarding the <br />Crystal Meadows refuse disposal area." <br />7. Reclamation as specified was completed in the spring of 1979 (with one <br />minor seed mix revision) and by the summer of 1983 (probably earlier) a <br />stabilizing vegetation cover had been established. <br />/th <br />cc: Brian Munson <br />Doc.
