_;
DEPARTMENT OF NATURAL RESOURCES
David H. Getchea Executive Director
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Dlreetor
Richard D. Lamm
Governor
DATE: May 1, 1984
T0: Fred Banta ~
i
FROM: Dan Mathews ~
RE: Western Slope Carbo Crystal Meadows Fill - File No. C-016-81
III IIIIIIIIIIiII III
999
At your request, I have researched the old WSC files and come up with the
attached summary sheet on the History of the Crystal Meadows dump site.
Originally, I did not think that the site was actually permitted, but my
latest file search uncovered an untitled document (attached) which contains
the final reclamation plan for the refuse dump along with reclamation plan
information for other mine areas. Both permit 78-155 and the Crystal Meadows
plan submitted in response to the NOV/C&D order were approved by the Board at
the November, 1978 meeting.
I have not been able to find my notes taken from the recording of that
meeting, but one of us should probably listen to it again. It was my original
impression that the permit approval and the Crystal Meadows plan were treated
as separate issues.
There were no revegetation success standards established - none were required
at that time. The hydrology monitoring period was indefinite.
Crystal Meadows History
1. Inspection Report by R. Overton and D. Massey of the Division dated July
6, 1978 documented unapproved dumping of coal waste at Crystal Meadows.
Recommended cessation of dumping and removal of waste.
2. Follow up inspection July 20, 1978 by Tom Ehmett, OSM.
3. NOV and C&D order issued by MLRB August 1, 1978. Order required WSC to
"submit a plan for refuse disposal" and specified that the plan "include [a
proposal] to rectify the environmental damage that has occurred since July 1,
1976 at the Crystal Meadows site".
4. WSC submitted a plan in a letter dated August 22, 1978 which contained 3
alternatives. Alternative 2 was a compromise and was what the Division
recommended the Board approve, with modifications. Alternative No. 2 called
for reclamation of the refuse on site and included a general plan for
compaction, topsoiling, riprapping the outslope and reseeding. The issue was
continued, and was not finally resolved until the November Board meeting.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel. (30:x) 866-3567
