iiiiiiiuiiuium <br />999 <br />5731 State Highway 13 <br />Meeker, Colorado 81641 <br />(303) 824-4451 <br />COMPANY <br />February 26, 1990 <br />Mr. Tony Waldron <br />Mined Land Reclamation Division <br />Colorado Department of Natural Resources <br />423 Centennial Building <br />1313 Sherman Street <br />Denver, CO 80203 <br />RE: TECHNICAL REVISION <br />MODIFICATION TO IN-PIT OVERHIIRDEN MONITORING PROGRAM <br />Dear Tony: <br />The following information is submitted as a request for <br />a Technical Revision to Colowyo Coal Company Permit No. C-81-019. <br />The revision requested is to modify the existing in-pit overburden <br />monitoring program. <br />The current overburden monitoring program consists of in- <br />pit sampling in advance of mining and regraded area sampling behind <br />the mining advance. No change in the regraded area sampling is <br />contemplated at this time. <br />The in-pit sampling is designed to ensure that the most <br />suitable overburden materials for reclamation purposes are utilized <br />at final grade on the reclaimed surface. Colowyo has conducted <br />this overburden sampling program since 1983. The data obtained as <br />a result of the sampling program has consistently indicated that <br />the upper lifts that have been weathered are the most desirable for <br />the reclaimed surface. This zone was graphically illustrated in <br />the 1987 Annual Reclamation Report as Exhibit 13. Back-up data to <br />support this request is contained in each Annual Reclamation Report <br />previously submitted. Additional data, indicating the same trend, <br />will be forthcoming in the 1989 Annual Reclamation Report. <br />Since the early stages of the Overburden Monitoring <br />Program, Colowyo has been committed to utilizing the more <br />desirable, weathered, overburden material at the final regraded <br />surface.
