,.

Mr. Peter Evans
June 20, 1981
Page Three
likely to change. The phase of each specific areas is described
in detail as follows:
- B and West Area - these areas are mined 1977 through 1979 and
have been backfilling, final grading, topsoiling, and reseeding by
1980 as proposed on GEC's existing permit N 77-48. As a matter
of fact, up to 60% of the total performance bonds can be released
(Rule 3.02. 4(2)(c), 125(9)(a) ) in accordance with GEC approved
reclamation plan. Nevertheless, GEC would be proposing an
application for seeking release of performance band for these
areas sometime this year.
-PROSPECTING PIT (CANON NATIONAL PIT)- the schedule for reclama- '
tion of this pit was clearly set forth as agreed dated January 7,
1981, Backfilling/Reclamation Plan for the prospecting pit -
Adequacy Review, File N77-48. A tentative date has been selected
to close the portals, which will be June 29, 1981, Monday, your
presence if you wish, will be most welcome.
EEQ
-DIV3SION DITCHES FOR PROSPECTING PIT- as agreed with MLRD be-
fore, these ditches will be ready to backfill around July 1982
and revegetation by October 1982.
f'~~~,
1•
~'
1'~'v,~ `.,..
ve
~~,,,,.~n ". / 1
-SUBJECT AREA AND ACTIVE tdINING AREA- Overburden and interburden
will be used as backfill by the mining equiptment in use at the
site. The phase of reclamation are indicated on the Table I.
Because of the rather close sequencing of the completion of coal
removal and the implementation of backfilling it is not anticipated
that extensive spoil pile stabilization will be required or
could be implemented, particularly most of the areas are imple-
mented wherein spoils are immediately deposited as backfill in.
prior cuts. The timing for backfilling final grading, topsoiling,
and reseeding may have to be changed, if auger operation will be
conducted from the last open highwall after open pit mining be-
comes uneconomical.
Owing 'to the high stripping ratio and one of the major coal
seams were found mined by previous underground operations, it
would be uneconomical for GEC 14inerals, Inc. to continue mining
the mined out area. Any further mining would be too expensive,
unless the mining can be limited to the low stripping ratio area,
which is located at the East and/or West of permitted hillside.
This type of mining method usually called Contour I4ining, in
GEC's case, a haul back -•controlled contour mining method will
be used, which is basically the modified contour minino method
with spoil haulage instead of direct casting. Map II - cross
section of non-contour regrading indicates that the past mining
