They require that certain field work be conducted at the <br />site and appropriate responses be submitted by February 14, 1990. <br />Specifically, mapping and site inspection are necessary prior to preparing <br />stipulation responses. <br />Stipulation No. 5 requires preparation of certified postmining topography <br />maps. I have spoken with Mr. Murray Snyder of Falcon Air Map Company (the <br />firm who did the original mapping for the Grassy Creek Mine) regarding the <br />possibility of conducting aerial photography, photogrammetry and mapping of <br />this area during winter months. Mr. Snyder indicated that mapping can be <br />generated from winter photography but it certainly will not tie well with <br />previous mapping which was done in the area. Mr. Snyder also indicated that <br />maps developed under these conditions would not meet acceptable map accuracy <br />standards, Accordinyly, 1 beliove that the maps would not meet the <br />requirements of the Colorado Mined Land Reclamation Division and certainly <br />would not be of the accuracy or quality necessary for certification by an AC2 <br />registered Professional Engineer. I strongly recommend that appropriate <br />actions be taken to gain a time extension with the Colorado Mined Land <br />Reclamation Division and Board to delay this work until the snow has melted <br />in the Grassy Creek Mine area. <br />Stipulation No. b also requires that Rockcastle prepare a discussion <br />compering the premining topography with the postmining topography regarding <br />erosional stability, compatibility with postmining land uses and integration <br />with local topography. In order to prepare such discussions in a manner <br />acceptable to the Colorado Mined Land Reclamation Division, the indtviduat <br />preparing this information will need to observe the actual regraded surface. <br />Due to the remote location and heavy snow cover of the Grassy Creek Mine, <br />access to the area and visual observations of the site will be precluded <br />until the snow cover has melted. <br />
