Matthews 02-19-91 <br />Blowing Coal Dust and Potential Hydrologic Impacts <br />The photographs of the "excessive dust" being generated during coal <br />,Loading and hauling operations were of a front end loader loading <br />one truck. ~~o photographs showed dust generation during coal haulage. <br />All trucks hauling coal have been tarped. Eastside Coal is in compliance <br />with applicable Air Quality Permits. <br />It is interesting to note that during Eastside Coal Company's operation <br />of the Eastside Mine several local residentshave used and are using the <br />Harvey Gap drainage as their private dump for household items, trash, <br />dead animals, etc. No mention has been made about the possible impacts <br />on the downstream domestic users of the water from Harvey Gap as the <br />result of illegal dumping. Six years of water quality and quantity <br />monitoring by Eastside Coal Company has shown no decrease in quality or <br />quantity as a result of the mining operation. <br />Enclosed is a copy of the letter that has been mailed to the shareholders <br />of the Farmers Irrigation Ditch Company.
