Conditions of Approval for Powderhorn Coal Companq <br />Exploration Plan, Drill Sites pcc-O1, pcc-02, and pcc-03 <br />1. One copy of drill hole data, including lithologic and geophysical logs <br />and coal analgses must be submitted to_the BLM within 30 days after the. <br />en of theca endar~ear. <br />2. All drill holes shall be plugged with cement from 50 feet below to 50 <br />feet above each coal bed or aquifer encountered, and a cement surface <br />plug set. <br />3. An abandonment report describing or illustrating how the drill holes were <br />plugged and conditioned for abandonment must be sub_mi_tte_d_ to _t he BLM _ <br />after all holes have been properly plugged.~'~ ~ _ <br />Tom Brooks of the USGS, Water Resources Division, shall be notified prior <br />to the time drilling commences so he may have the opportunity to collect <br />hydrologic data during drilling operations for use in the Palisade <br />Watershed Study. [~~~,;c - 'r-1 _: - .. - - -~ --_ <br />3. Results of the raptor survey shall be submitted to the BLri.-~- r- ~ . _ <br />6. During drilling and reclamation activity and thereafter, measures shall <br />be taken to prevent public vehicle access to the access trail on BLM <br />lands. <br />7. Contact the Grand Junction Resource Area Manager at least 24 hours prior <br />to commencing construction of the access road or reserve pits. - _ - <br />8. The operator will immediately bring to the attention of the Grand <br />Junction Resource Area Manager any and all antiquities or other ob~ecta <br />of historic or scientific interest including, but not limited to, <br />historic or prehistoric ruins, art ifacte, or fossils discovered as a <br />result of operations under this permit. The operator will immediately <br />suspend all activities in the area of the object and will leave such <br />discoveries intact until told to proceed by the Area Manager. Notice to <br />proceed will be based upon evaluation of the cultural significance of the <br />object. Evaluation will be by a qualified professional selected by the <br />Area Manager from a Federal agency insofar as practical. When not <br />practical, the operator will follow the mitigation requirements set forth <br />by the Area Manager concerning protection, preservation, or disposition <br />of any sites or material discovered. In those situations where the Area <br />Manager determines that data recovery and/or salvage excavations are <br />necessary, the operator will bear the cost of such data recovery and/or <br />salvage operations. <br />9. Construction and drilling activity will not be allowed between December 1 <br />and May l because of critical deer winter range unless otherwise approved <br />by the Grand Junction Resource Area Manager. <br />10. The location and proposed access road will be cleared prior to any <br />construction. All trees will be disposed of bq the operator. Stumps <br />will be buried in an area designated by the BLM. Any stump left in place <br />will be cut so that the stump height does not exceed 12 inches. All <br />
