Reveeetation Success
As previously found in the Phases I and II bond release in 1996, all structures have been
removed from the site, with the exception of those approved as permanent. The site was
backfilled, regraded, and seeded. Division staff sampled the revegetation on this revoked
permit site in July 2002 and July 2003 utilizing a plan developed in consultation with
RMBT's consultant, Michael S. Savage. The plan was designed to ensure randomness of
samples and a statistically adequate number of samples. Adequacy of sample size for the
90% confidence level was determined from the formula recommended on page 20 of the
Division's 1995 bond release guideline document. Cover data were collected along 25-meter
point-intercept transects. Production data were collected by hand-clipping vegetation in
quarter-meter quadrats located at the ends of two transects. Woody shrub stems were
counted inone-meter wide belts along both sides of the transects. RMBT submitted the data
to the Division in the bond release application. Vegetation in the reclaimed azeas that were
examined during the bond release inspection appeared consistent with the sample data in the
bond release application.
The sample data indicate achievement of revegetation success standazds in the bond release
application, as shown in the Tables 1 through 3 below. Achievement of the revegetation
success standazds indicate the requirements of Rule 4.15.10(1) have been met. Live cover is
not less than what can be supported by the best available topsoil, it is not less than the ground
cover existing before re-disturbance, and it is adequate for erosion control.
Table 1-Mean live cover: Reclaimed area versus technical standard
2002 2003
Required minimum (90% of 27% 27%
technical standard)
Sample mean 30.3% 33.9%
Table 2 -Herbaceous production (in lbs./acre):
Reclaimed area versus technical standard
2002 2003
Required minimum
(90% oftechnical 455 455
standard)
Sample result 2121 1906
6
