Reveeetation Success <br />As previously found in the Phases I and II bond release in 1996, all structures have been <br />removed from the site, with the exception of those approved as permanent. The site was <br />backfilled, regraded, and seeded. Division staff sampled the revegetation on this revoked <br />permit site in July 2002 and July 2003 utilizing a plan developed in consultation with <br />RMBT's consultant, Michael S. Savage. The plan was designed to ensure randomness of <br />samples and a statistically adequate number of samples. Adequacy of sample size for the <br />90% confidence level was determined from the formula recommended on page 20 of the <br />Division's 1995 bond release guideline document. Cover data were collected along 25-meter <br />point-intercept transects. Production data were collected by hand-clipping vegetation in <br />quarter-meter quadrats located at the ends of two transects. Woody shrub stems were <br />counted inone-meter wide belts along both sides of the transects. RMBT submitted the data <br />to the Division in the bond release application. Vegetation in the reclaimed azeas that were <br />examined during the bond release inspection appeared consistent with the sample data in the <br />bond release application. <br />The sample data indicate achievement of revegetation success standazds in the bond release <br />application, as shown in the Tables 1 through 3 below. Achievement of the revegetation <br />success standazds indicate the requirements of Rule 4.15.10(1) have been met.
