L4Nn kf.CI.A~.1 ~TI')N <br />Pursuant to the letter from the Division's Gary McCutch~ii} RP'nsCerpl~As,~Q,C<n~:;.ES <br />ciated Coal Corp., managing agent for Blue Ribbon Coal Corp., requests an <br />amendment to permit C-12,411. This request is in response to the confusion <br />resulting from the existing permit relating to number and stock-pile size <br />anticipated by the Division. <br />As we have reviewed the applications (made by the previous owner, Sun- <br />flower Energy Corporation) and analysis by the Division, it is clear that the <br />coal quantity on which emission estimates are based are correctly stated at <br />200,000 tons per year. Additional detail related to stock-pile design is <br />provided herein to allow review of the coal handling/storage process and an <br />improved description of the facility within the new or mod ifed C-12,411. <br />The number of stock-piles at the mine site is two. Maximum size of stock- <br />piles: Stock-pile A is 15,000 tons and Stock-pile B is 26,000 tons. Refer <br />to the attached map. Anticipated throughput of the stock-piles is 200,000 <br />tons per year with an allowance for monthly peaks up to 26,000 tons. All the <br />throughput would essentially go through Stock-pile A. Since much of the ton- <br />nage is shipped directly from Stock-pile A, throughput for Stock-pile B would <br />be no more than half or 100,000 tons per year or 13,000 tons per month. <br />Your truly, <br />i <br />William S.
