3.1.5 Technical Revisions (TR) <br />Five Technical Revisions (TR) were processed since the August 30, 2001 Proposed Decision and <br />Findings of Compliance for the Keenesburg Strip Mine C-81-028 Permit Renewal No. 4. <br />TR34: Approved January 6, 2003. Approved updated post-mining topography of long term spoil <br />pile. <br />TR35: Approved December 10, 2003. Approved change in the flyash source. <br />TR36: Approved July 1, 2005. Approved change in post-mining land use for two gas wells. <br />TR37: Approved June I5, 2006. Approved the vegetative reclamation standazd from compazison <br />to a sand sage dominated reference azea to a mathematical formula based upon growing <br />season precipitation. <br />TR38: Approved May 9, 2006. Approved change inpost-mining land use for one additional gas <br />well. <br />3.1.6 Minor Revisions (MR) <br />Four Minor Revisions (MR) were processed since the August 30, 2001 Proposed Decision and <br />Findings of Compliance for the Keenesburg Strip Mine C-81-028 Permit Renewa] No. 4. <br />MR39: Approved Mazch 1Q 2004. Approved updated ownership and control information. <br />MR40: Approved Mazch 19, 2004. Approved updates to contemporaneous reclamation variance. <br />MR41: Approved August 27, 2004. Approved midterm review responses. <br />MR42: Approved April 26, 2006. Approved updated weed management plan. <br />3.1.7 Bond Releases (SL) <br />Two bond releases have been approved since the August 30, 2001 Proposed Decision and <br />Findings of Compliance for the Keenesburg Strip Mine C-81-028 Permit Renewal No. 4. <br />SL2: Approved September 1, 2005. Approved phase I bond release (backfilling, grading, <br />topsoiling, and drainage re-establishment) on 51.76 acres. Released $287,918.00 of <br />reclamation liability. <br />SL3: Approved April 18, 2006. Approved phase 1I bond release on 53.9 acres of land reclaimed <br />between 1997 and 2003. Released $130,189.80 of reclamation liability. <br />3.1.8 Applicant Violator System <br />The Applicant Violator System (AVS) finding as of May 5, 2006 was "no violations". An AVS <br />finding of October 27, 2006 was "no violations".
